It should actively seek citizen input in this connection, including <br />input from the governmental agencies entrusted with the duty of providing for the <br />health and safety of the citizenry and of the industries and businesses already located <br />within the City of Dayton. <br />The Task Force further strongly and enthusiastically recommends that the <br />City and County work more aggressively than they already do to encourage <br />citizen educfltion^ snd citizen p&rticipAtion in recycling, including <br />hazardous waste collection and recycling of plastics. We have been advised that <br />there are programs available tluough Hennepin County which could assist the City <br />in such pro^ams both financially and through programming, and encourage the <br />City to utilize all available resources. In regard to the proposed utilization of <br />incinerator ash, this would help both to reduce the volume and toxicity of the ash <br />produced in the HERC facility, and would have a long-term beneficial effect on the <br />landfill problem as well. <br />Thank you for the opportunity to be of service. <br />ASH UTILIZATION DEMONSTRATION PROJECT TASK FORCE <br />I
