authorize staff to use our existing contract with Oertel Architects to design an addition to the <br />storage garage at the Navarre Water plan for use as a temporary fire facility to service the Navarre <br />area. Justification: <br />a. The bids came in well over our projections. <br /> <br />b. We have yet to receive the judge's order related to Long Lake's lawsuit which leaves too much <br />ambiguity/liability for the city to commit to a contract for the project. <br /> <br />c. The alternate site, the water plant garage, provides a short term solution as a reduced cost. <br /> <br />d. Improvements at the water plant garage will benefit the city in the long term even after the fire <br />department can reclaim our fire facilities by providing much needed storage in the Navarre area <br />for public works and parks maintenance operations. <br /> <br />e. Delaying the project at the Navarre Fire Station site will allow the city to focus the <br />improvements on the long term facility needs of the city's emergency services with out the <br />additional cost of addressing out side entity interference. <br /> <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to reject the bids received for the construction of a garage facility at 3770 Shoreline Drive and <br />authorize staff to use the existing contract with Oertel to design an addition for the existing Storage <br />garage at the Navarre Water Plant. <br />Motion to adopt Resolution 7458 at Exhibit E. <br />Exhibits <br />Exhibit A.
