Date: March 11, 2024 Item: 19 <br />Presenter: Adam Edwards, City Administrator / Engineer <br />Section: City Administrator/Engineer Report <br /> <br />Title: Navarre Fire Garage Facility (24-034) <br /> <br /> <br />1.Purpose: <br />The purpose of this action item is to reject the bids received and authorize staff to initiate design <br />for our alternative site. <br />2.Background: <br />In June of 2023 the city council passed a resolution to remove the Navarre service area from the <br />Long Lake Fire department service area and to stand the Orono Fire department to begin servicing <br />the area no later that July 1, 2024. Shortly thereafter the city of Long Lake initiated a lawsuit <br />against the city of Orono to preclude Orono's use of the existing Navarre Fire Station. As an <br />alternative, Orono began to study and design a facility in Navarre that could allow for staging of <br />fire and emergency service equipment. Oertel Architects was engaged to assist the city with <br />assessment of our facilities to support Orono Fire department operations and look a the feasibility <br />of an improvements needed. Since that time Oertel has completed a study for both modification to <br />the existing public works facility and the option of adding a two-bay garage facility at 3770 <br />Shoreline Drive next to the existing Navarre Fire Station. In November, the design team began <br />working on detailed designs for constructing a garage facility at 3770 Shoreline Drive. Plans and <br />specs were prepared, bids were solicited, and bid opening was held February 20. <br />3.Scope: <br />a. Scope of the project at 3770 Shoreline Dr: The project includes the construction of a 3,583 sq ft <br />two-bay garage to store equipment for fire and emergency services. See Exhibit A. <br /> <br />b. Scope of proposed project at 2345 Blain Ave: Approximately 700 sq foot addition to the front <br />of the exiting Garage including garage doors, water service and sewer service. See Exhibit D <br />4.Cost: <br />a. The city received proposals from ten contractors (Exhibit B). The low bids were for <br />$1,147,000 from Ebert Construction and Rochon. The low bid is significantly higher the the <br />estimated cost of $750,000. <br /> <br />b. We do not have a detailed estimate for an addition to the Water Plant Garage however for <br />planning purposes we are using $162,000. <br />5.Funding: <br />The project is funded by the Facilities Fund, which includes $3,000,000 for fire facilities from <br />2021 facilities bond. <br />6.Staff Recommendation: <br />In order to facilitate fire operations coverage in the Navarre area in a cost effective manner, I <br />recommend council reject the bids received for the planned facility at 3770 Shoreline Drive and <br />AGENDA ITEM <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />234
