This property is a long and narrow lot that <br />is divided by an inlet. The total land area of the parcel is 1.85 acres with approximately 1.04 acres <br />north of the inlet and 0.75 acres south of the inlet. The property is also split zoned with the <br />northern portion of the lot zoned LR-1C1 and the southern portion zoned LR-1B. <br />The southern portion of the lot is zoned LR-1B (1-acre zone) and contains a single-family home. <br />The northern portion of the lot is zoned LR-1C-1 (0.5-acre zone) and does not contain any <br />improvements. The applicant has interest in subdividing the property so that the two areas of the <br />lot that are separated by the inlet become separate parcels that could each contain a single-family <br />home. However, a subdivision of the property with the current zoning would result in a <br />nonconforming parcel. The southern portion of the property is 0.75 acres which does not meet the <br />LR-1B requirement of 1.0 acres. The applicant has proposed rezoning the southern portion of the <br />property from LR-1B to LR-1C which allows for a 0.5 acre minimum. In order to avoid spot <br />zoning, the applicant has also proposed the rezoning of the southern portion of 2474 Carman Street <br />and all of 2470 and 2490 Carman Street from LR-1B to LR-1C as shown in Exhibit C. <br />A sketch plan application was made in January of 2023 for the subdivision of 2480 Carman Street <br />along the inlet. The previous application created a substandard lot which the Planning Commission <br />and City Council did not support. <br />4.Analysis: <br />The applicant is proposing to rezone 4 parcels to the south of the inlet; 2470 Carman Street, 2490 <br />Carman Street, and the southern portions of 2474 and 2480 Carman Street. The proposal would <br />allow lot splits to occur for 2474 and 2480 Carman Street that would result in compliant and <br />conforming lots to the north and south of the inlet. The rezoning would bring all four lots (if 2474 <br />and 2480 Carman Street are subdivided) into conformity. Currently all of the proposed parcels are <br />all less than an acre which does not conform to the 1 acre minimum of the LR-1B zoning district. <br />If the parcels are rezoned the applicant would move forward with a rezoning application and a plat <br />application process to subdivide his parcel. <br /> <br />The Comprehensive Plan has this area guided as Urban Estates Density Residential (0.5-2 units/ <br />AGENDA ITEM <br /> <br /> <br /> <br /> <br /> <br />189
