It also <br />includes an action plan for the development of neighborhood parks <br />during the 1980's. <br />The parks and open space element of the Community Management Plan <br />provides a set of broad guidelines concerning parks. But it is <br />deficient in several areas, reducing its usefulness for guiling <br />current and future city decisions. The deficiencies of the Parks <br />and Open Space element are as follows: <br />- ,■/ ■■ v'. <br />1. <br />mwMm. <br />It does not identify potential additional park needs <br />related to potential new development. The plan is <br />based on the 1980 land use plan. Since then the <br />City has amended the land use plan to enable higher <br />density residential development north of Highway 12. <br />Other areas of the city may also have developed or <br />may develop in the future sufficiently to require <br />additional neighborhood parks. <br />2. <br />4''-f <br />l^v. <br />' ■ ■ ■ ’ ' <br />pvv-,. <br />The park element reflects the interests and desires <br />of citizens regarding parks and leisure activities <br />as of the late 1970's. The only updated information <br />we have is a 1989 mailed survey regarding park <br />usage. There is significant uncertainty as to <br />whether this survey accurately reflected the views <br />of the city population as a whole. <br />3.The parks element discusses bike/hike trails but <br />does not indicate any plan for implementing a <br />comprehensive trail system. <br />Sm 4.The parks element does not identify development <br />plans for neighborhood parks beyond 1990. <br />--<*'7. . <br />BM:.-The activities included and results provided by a Parks and Open <br />Space Master Planning effort would be as follows: <br />i <br />i <br />i <br />I
