Centra I ixat1 on a*d Design of Facilities. <br />Centralization and design of facilities «.nd structures must be done <br />according to the following standards: <br />t' <br />P <br />■r <br />1. PRD's must be connected to publicly owned <br />water aiq»ply and sewer systems, if available. On-site water supply <br />and sowage treataient systems must be centralized and designed and <br />iaatalled to oeet or exceed applicable standards or rules of the <br />Minnesota Department of Health, the Minnesota Pollution Control <br />A^oncy« and as regulated elsewhere in this ordinance. On-site <br />sewage treatment systems must be located on the most suitable areas <br />o£ the development, and sufficient lawn area free of limiting <br />factors must be provided for a replacement soil treatment system <br />for each sewage system. <br />2. Dwelling units or sites must be clustered <br />into ono or more groups and located on suitable areas of the <br />dovelopsient. They must be designed and located to meet or excec 1 <br />tlio following dimensional standards for the relevant shoreland <br />classification: <br />Setback from the Ordinary High Watera. <br />Iiovel. <br />features. <br />b.Elevation above the surface water <br />imy:m <br />c.Maximum height. <br />C:::S <br />3. Shore recreation facilities including but <br />not limited to swimming areas, docks and watercraft mooring areas, <br />must be centralized and located in an area suitable for them. <br />Ivaluation of suitability must include consideration of land slope, <br />water depth# vegetation, soils, depth to ground water and bedrock <br />or other relevant factors. The number of dwelling units or sites <br />which may be granted lake access shall not exceed the number of <br />riparian dwelling units or sites which could be created under a <br />standard subdivision. The allowable number of dock slips or <br />moorings and the designation of which dwelling units or sites shall <br />have the right to use those slips or moorings shall be subject to <br />Council approval and shall be defined in the covenants governing <br />the PRD. In no case shall the numoer of slips or moorings exceed <br />the number allowed under the official controls of the Lake <br />Minnetcmka Conservation District. All docks serving three or more <br />dwelling units shall be subject to the Joint Use Dock Licensing <br />requirements in Chapter 5 of the Orono Municipal Code. <br />4. Structures. Parking areas and other <br />facilities must be treated to reduce visibility as viewed from <br />public waters and adjacent shorelands by vegetation, topography, <br />increased setbacks# color# or other means acceptable to the City, <br />assuming summer# leaf-'on conditions. Vegetative and topographic <br />screening must preserved# if existing, or may be required to be <br />pKfc,.
