Comprehensive Plan Amendment #3 <br />January 14» 1992 <br />Page 2v, <br />After reviewing the submittal requirements, staff elected to <br />draft an update of the 1980 Comp Plan sewer element, which was <br />completed in May 1991. Before this draft was brought to Planning <br />Commission or Council for approval prior to submission to Met <br />Council, it was determined that the Amendment should be held in <br />abeyance until the Long Lake sewer property issue was resolved. <br />The resulting agreement between the cities of Orono and Long Lake <br />required that Orono amend the MUSA line to include that property. <br />The current Comprehensive Plan Amendment #3 draft, attached as <br />Exhibit A, includes that MUSA line revision. This MUSA revision <br />was recommended for approval by the Plannig Commission on <br />November 18, 1991. <br />Process <br />Staff is anticipating that Comprehensive Plan Amendment #3 <br />v/ilX be accepted by the Met Council as a "minor amendment", <br />qualifying for an abbreviated review process. Upon City Council <br />directive, staff will submit the Comp Plan Amendment and summary <br />worksheet (see Exhibit B) to the Met Council for review. <br />Within 10 working days of receipt by the Met Council, they <br />will advise the City whether or not the proposed amendment is <br />consistent with the definition of "minor amendment", and whether <br />the proposed amendment has a potential impact on any Metropolitan <br />systems. If Met Council determines that this is a minor <br />amendment with no potential impacts on any Metro systems, you <br />would be able to place the amendment into effect at any time, and <br />the Met Council will comment within 60 days regarding the <br />consistency of the amendment with other chapters of the <br />Metropolitan Development Guide. If there is a potential Metro <br />system Impact, Orono would not be able to put the amendment into <br />effect until Met Council review is completed, which could take up <br />to 90 days. <br />Final adoption of the Comprehensive Plan Amendment #3 would <br />be by City Council resolution once Met Council has approved the <br />amendment . <br />If Met Council determines this is a "major amendment", <br />additional Information may be requested from the City, and the <br />plan must be submitted to adjacent g,vernmental units. As a <br />"minor amendment", it is at the City of Orono's discretion <br />whether to submit the amendment for review by adjacent cities. <br />The final draft is being mailed to the Planning Commission as an <br />information item. <br />\kUt
