The 1988 Systems <br />Information Statement, received in April 1989, requires review of <br />transportation and wastewater management. The 1989 Systems <br />Statement, received in May of 1990, dealt with aviation and light <br />rail planning. Met Council adcvises us that no 1990 Systems <br />Statement was issued. A 1991 Systems Statement dealing with <br />regional park planning is expected to be issued in 1992. <br />Pursuant to the 1988 Statement, the City of Orono indicated <br />to the Met Council that we would proceed with an update and <br />amendment of the Comprehensive Sewer Policy Plan (C.S.P.P.) <br />portion of our Comprehensive Plan, but would hold in abeyance any <br />revisions or amendments to our transportation plan until the <br />Highway 12 location issue is resolved, since that could have a <br />significant impact on Orono's plan. Neither the aviation nor <br />light rail transit issues of the 1989 Statement were deemed by <br />staff to have a significant relevance to warrant a Comprehensive <br />Plan modification. <br />In December 1989 the City of Orono requested an extension of <br />the deadline for completing the C.S.P.P. Amendment. The deadline <br />was extended to October 31, 1990. (Met Council staff have advised <br />that it is not necessary to formalize any further extension of <br />this date). In the fall of 1990, the Planning Commission h^ld a <br />public hearing and reviewed the basic information regarding <br />Orono's proposed revisions to the MUSA line, which is the <br />singular significant revision proposed in Comprehensive Plan <br />Amendment 13. The Planning Commission recommended conceptual <br />approval, and on November 26, 1990 Council voted 3 to 0 to <br />conceptually approve the Amendment, directing staff to draft <br />appropriate documents for submittal to the Met Council.
