MINNESOTA 55331 • (612)474 5539 <br />Letter To The Editor: <br />As subscribers to Triax Cablevision opened their <br />January 1992 statements, they discovered a five <br />per cent (5%) increase in their total monthly bill. <br />This added charge was a ccxnplete surprise to your <br />Lake Minnetonka Cable Commission, and was also <br />masQueraded as a five per cent (5%) "franchise tax' <br />charged by the Cable Commission. <br />It is important that you receive some accurate <br />information regarding this "hidden" increase on <br />your cable service monthly bill: <br />* The Cable Commission has received a five <br />per cent (5%) FRANCHISE FEE, from the cable <br />company holding the franchise, since the <br />original ordinance was passed and the <br />agreement signed by the cable company in 1984. <br />THIS IS NOT A NEW CHARGE TO THE COMPANY! <br />The five per cent (5%) franchise fee is NOT <br />a tauc. It is compensation paid to the Cable <br />Commission by the company, to assist the Cable <br />Commission in recovering the costs associated <br />with the franchise process, and all on going <br />expenses involved in regulating the company <br />for the fifteen year torm of the agreement. <br />The Cable Commission's financial budget is reviewed <br />annually by the city councils. <br />* In the Cable Act of 1984, the federal government <br />removed from the Cable Commission, regulatory <br />authority over all rate increases. Their goal <br />was to allow the marketplace to detejrmine the <br />levels of monthly service cnarges. It is <br />important to realize that the Cable Commission <br />has NO CONTROL over changes in your monthly <br />cable service charge.
