i <br />I <br />y- <br />LMCD Board of Directors December 4, 1991 <br />Boswinkel su^i^ested leaving milfoil out of it completely. <br />He feels the Zebra Mussel is more insidious than milfoil. <br />Milfoil can be controlled to allow use of the Lake, but the <br />nussel will clog up everything on the Lake. Hurr favored leaving <br />milfoil in as the state funding is for all exotics, and it is <br />better to lump them all together. Foster added that a staff <br />person from Sea Grant believes the Ruffe fish is more hazardous <br />to the fishing resource than Zebra Mussel. <br />Castagne asked for a serious look at the problem as Lake <br />Minnetonka is a prime lake for the infestation. The State's main <br />goal is education. That takes more time to be effective than <br />there is time left for prevention. Castagne added he is a member <br />of a coalition of lakeshore owners and various other bodies who <br />are in the process of lobbying to give public bodies (counties, <br />cities) the powers they need for local control. <br />LeFevere, returning to the Reese pro action plan, said he <br />does not see a problem with items 6 and 7, increasing boat <br />rentals and increasing the number of short term storage rental <br />slips on the Lake. Items 1 through 5 are within the authority of <br />the enabling act granted the LMCD, but the state pre-emption is <br />an issue. These items should be directed to the legislature. <br />They may be more responsive than in the past because exotics are <br />becoming an important issue. <br />Penn suggested determining what points we can proceed with <br />on our own and on what points we need outside approval. <br />MOTION: Reese moved, Foster seconded, to have the Board <br />members contact their respective cities to get a .eaction to the <br />Draft Concept of a pro action plan. Motion carried. <br />Reese moved, Rascop seconded, to direct staff to expand the <br />plan by roughing out the dollar cost, selecting accesses which <br />might be left open and contacting the marinas regarding the boat <br />washes. <br />The executive director asked for direction as to the time <br />frame. He suggested looking at this document in relation to the <br />Management Plan. He estimated it would take 20 to 60 hours to <br />put it together. Babcock suggested hiring a consultant. Hurr <br />thought there should be input from the cities and she would be <br />hesitant about adding staff. > <br />Castagne offered the services of t)ie LMLOA in making <br />presentations to the cities and, if needed, volunteering time to <br />assist in the preparation of the report. <br />Motion carried. <br />movedi Foster seconded, to adopt Resolution h7o <br />recommending implementation of an immediate state action plan to <br />pi^QYent the spread of Zebra Mussel and Eurasian water milfoil <br />Into Minnesota’s uninfested waters. > <br />Motion carried. <br />The executive director said the Resolution could be <br />submitted to the MLMF meeting to be held 12/6/91 and could also <br />be used for direct communication to the DNR.
