LMCD Board of Directors December 4, 1991 <br />Babcock and Foster agreed to amend the motion. changing <br />r <br />I <br />-k <br />i <br />"giving general support to’ <br />appointment of Cochran, Grathwol <br />Lakeshore Owners Association <br />to ’studying”, adding the <br />Babcock, Hurr, Lake Minnetonka <br />(LMLUA) representation, DNR <br />representation and the City of Oz'ono and other interested public <br />agencies. <br />Colleen Laurence, 905 Tonkawa Road, read a letter dated <br />12/4/91 from Gabriel Jabbour, Orono council member, to the LMCD <br />Board. Jabbour took issue with the Water Structure and <br />Environment Committee minutes of 11/16 in which the committee <br />recommended general support to the DNR acquiring an access in <br />Maxwell Bay without any recommendations fz'om the City of Orono. <br />Ho further asked that LMCD consider using the city’s staff <br />regarding the land use of the property, the city’s view of its <br />use in its Comprehensive Plan, the impact on public safety and <br />the commercial use of residcni.ially coned property. He also <br />asked that LMCD adopt a resolution asking the DNR to give <br />priority to commercially zoned areas for access sites. <br />Neil Castagne, LMLOA. mentioned a study by the DNR <br />recommending 10 acres per boat for Lake Minnetonka. The Lake <br />density is now 8 acres per boat, and Maxwell Bay is 4.4 acres per <br />boat. The LMLOA finds it hard to understand how the Board can <br />consider Maxwell Bay for a ramp for safety reasons and <br />overcrowding. <br />Marge Gasch, LMLOA. Maxwell Bay property owner. said that <br />considering the size of the bay and the location of three marinas <br />already there, the residents are doing more as a public service <br />to people in Minneapolis than they should. She is concerned <br />about water quality. She believes something should be done to <br />solve the milfoil problem before any more boats are put on the <br />Lake. <br />Jim Oberg, 970 Tonkawa Road, asked to attend the sub <br />committee meeting and was in.'ormed the sub-committee meetings <br />will be open to the public. The meeting dates can be determined <br />by calling the LMCD office. <br />Don Germanson. President. LMLOA. presented a document <br />detailing the reasons for not building another public launch <br />facility. He listed the environment. overcrowding, safety, <br />parking, zoning and tax spending as the main reasons for the <br />LMLOA's opposition to a ramp on Maxwell Bay. <br />Cochran said he intends to appoint a standing committee to <br />deal with lake access as part of meeting the Management Plan <br />objectives. LMCD is to resolve how to reach the 700 car/trailer <br />parking spaces. All affected agencies will be in'^olved. <br />Motion Reworded: Babcock moved, Foster seconded, to appoint <br />a sub-committee consisting of Cochran, Grathwol, Hurr, Babcock, <br />LMLOA. DNR and City of Orono representation to study the site <br />acquisition by the DNR for a public access at Maxwell Bay. <br />Motion carried. <br />The executive director reported the DNR will be ready to <br />meet the week of 12/16. Gasch added that when the residents of <br />Maxwell Bay met two weeks ag > at the call of LMLOA, there was <br />representation from the DNP and the residents’ concerns were <br />heard.
