1 <br />The concerns regarding this proposal are as follows: <br />1. <br />2. <br />The City has no indication about whether, or how <br />many, additional access sites will be located in <br />Orono. The City needs assurance that the new <br />proposal will meet the parking space needs in Zone <br />#1. The City also needs assurance that no <br />additional access sites will be proposed until the <br />overall parking space plan is completed. <br />The DNR has idicated that if they cannot obtain <br />sufficient funding for the new proposal, they will <br />fall back to the original proposal. The City would <br />then be back to all of the major concerns regarding <br />the initial proposal. <br />The DNR has requested that the City indicate whether <br />it supports the new proposal including support for a <br />grant application to fund the proposal. Because <br />there are significant concerns still remaining <br />regarding the new proposal, if the Council decides <br />to support the proposal the Council may want to <br />attach conditions to its support to address the <br />remaining concerns. Possible conditions are as <br />follows: <br />The development of the access must meet all <br />city regulations (with the exception of the <br />actual access ramp). <br />b. The City must be assured that the new <br />proposal will eliminate the need for <br />piecemeal access site development and will <br />provide a tota’ solution to parking space <br />needs in Zone #1. <br />The City must be assured that no additional <br />access sites will be proposed until the <br />overall plan for the parking spaces is <br />completed. <br />If the Council is generally in support of studying the <br />feasibility of purchasing the marina property the Council may <br />want to adopt a resolution in support of a grant application to <br />provide funding for the purchase of the marinai. Because the <br />application review process will not be complete until the end of <br />the year the City will have a significant amount of time to work <br />with the DNR to address the remaining concerns regarding the <br />proposal. A proposed resolution is attached for Council review.
