r <br />1, A complete on-site sewage treatment system <br />Including plumbing fixtures, two sealed sewage tanks and <br />drainfield designed, constructed and maintained in full conformance <br />with the On-Site Sewage Treatment Code is required on all <br />properties in the "RS" District as follows: <br />(a) Serving all structures containing a <br />principa 1 dwe1 ling. <br />(b) Serving all properties containing two <br />(2) or more dwellings pursuant to a private guest cabin conditional <br />use permit. <br />(c) Serving all seasonal dwellings over <br />800 square feet in floor area. <br />2. Serving all dwellings, buildings or <br />structures containing a water-activated *"oilet regardless of the <br />type or duration of use or occupancy. <br />3. Any dwelling, building or structure having <br />running water plumbed inside to any sink, lavatory, tub, shower, or <br />any other plumbing fixture, but not a toilet, shall have a <br />conforming grey-water disposal system including a septic tank and <br />drainfield connected to such fixture drain(s). <br />4. Any existing dwelling, building, or <br />structure required by one or more of the above Items to be <br />connected to an on-site sewage treatment system, but which is not <br />so connected as of the effective date of this Subdivision, or which <br />has an existing system that does not conform to minimum setbacks or <br />other requirements of the "RS" Zoning District, shall have a new <br />conforming on-site sewage treatment system installed within one <br />year of notification that a non-conformity exists, but in any case <br />not later than 2 years after the effective date of this subdivision. <br />5. All other provisions of this Subdivision <br />shall apply to on-site sewage treatment on the Lake Minnetonka <br />Islands, including without limitation the requirement for <br />construction permits, construction inspection, and regular <br />maintenance inspecti'^ns, including payment of the standard annual <br />service charge. <br />Subd. 8. Administration. <br />A. Administrating Officer. The provisions of this <br />Section shall be adiiiinistered by the Building and Zoning Department <br />and the Building Official who shall coordinate all permit applica <br />tions and inspection services. The On-Site Systems Manager shall <br />review and evaluate technical matters Including systum design and <br />installation as provided herein. <br />B. Inspection Program. For purposer of insuring <br />continued proper use and maintenance of all existing onsite <br />systems, the City shall periodically inspect each existing system
