Item No.: 6 Date: February 26, 2024 <br />Presenter: Adam Edwards <br />Presenter: City Administrator / Engineer <br />Section:Consent Agenda <br /> <br /> <br />Title: 2024 Sewer Rehabilitation Award (24-014) <br /> <br />1.Purpose: <br />The purpose of this action item is to award the 2024 Sanitary Sewer Rehabilitation Project. <br />2.Background: <br />Metropolitan Council Environmental Services (MCES) provides sanitary sewer treatment for the <br />majority of communities (including Orono) in the metropolitan area. Since 2005, MCES has <br />identified Orono as a community that contributes excessive inflow and infiltration (I&I). The city <br />has been executing a sanitary sewer rehabilitation project annually to reduce I&I. Each year the <br />city works to identify I&I points within the sanitary sewer system through our annual inspection <br />program. These sites then guide our rehabilitation work for subsequent years. In 2020 the city <br />received an excessive flow work plan assignment from MCES based on excessing flows in 2019 <br />for $363,540. I&I mitigation projects in 2020-24 may be used to accomplish the assignment. <br />3.Scope: <br />The project includes the lining of 4,500 feet of sewer main. (Exhibit A) <br />4.Cost: <br />The city received proposals from two contractors (Exhibit B). The low quote was for $191,747.97 <br />from Hydro-Klean. In addition to the construction cost, Bolton and Menk provided a proposal not <br />to exceed $9,000 for construction oversight.
