To: <br />From: <br />Date: <br />Mayor Callahan and Orono Councilmembers <br />Ron Moorse, City Administrator <br />April 22. 1993 <br />Subject: Human Rights Complaints Received by the City <br />In the past two months, the City has been informed that two separate complaints have <br />been filed with the State Department of Human Rights alleging discriminatory treaunent by <br />police officers of the City. Both of the complaints have been investigated by the Chief of <br />Police. He has found no evidence to support the allegations. <br />Staff lias comprehensively responded to each complaint and has denied the allegations in <br />each case. The Department of Human Rights will now review the complaints and the City’s <br />responses to determine whether the evidence supports the allegations. This review process <br />normally takes approximately one year to complete. <br />A brief summary of each complaint is as follows: <br />1. A person with a hearing disability who was arrested for a DWI alleged he was <br />discriminated against because of his disability. <br />2.A person of color whose car was towed because of a revoked driver ’s license alleged she <br />wa discriminated against because of her race. <br />If any councilmember would like additional information regarding the cmnplaints. I <br />would be glad to meet to provide that information.
