To:
From:
Date:
Mayor Callahan and Orono Councilmembers
Ron Moorse, City Administrator
April 22. 1993
Subject: Human Rights Complaints Received by the City
In the past two months, the City has been informed that two separate complaints have
been filed with the State Department of Human Rights alleging discriminatory treaunent by
police officers of the City. Both of the complaints have been investigated by the Chief of
Police. He has found no evidence to support the allegations.
Staff lias comprehensively responded to each complaint and has denied the allegations in
each case. The Department of Human Rights will now review the complaints and the City’s
responses to determine whether the evidence supports the allegations. This review process
normally takes approximately one year to complete.
A brief summary of each complaint is as follows:
1. A person with a hearing disability who was arrested for a DWI alleged he was
discriminated against because of his disability.
2.A person of color whose car was towed because of a revoked driver ’s license alleged she
wa discriminated against because of her race.
If any councilmember would like additional information regarding the cmnplaints. I
would be glad to meet to provide that information.
