To: Chair Bollis and Planning Commission Members <br />Adam Edwards, City Administrator <br />From: Natalie Nye <br />Planner <br />Date: February 20, 2024 <br />Subject: #LA24-000003, Brett and Amanda Larson, 2480 Carman Street, Sketch Plan <br />Application Summary: The applicant is requesting informal feedback on a proposed rezoning <br />and subdivision Droiect. <br />Staff Recommendation: While no formal action is required, this memo will serve as a <br />foundation for the Commissions discussion with the applicant to bring to light potential issues <br />to be addressed prior to submission of a formal Rezoning application. Planning Department <br />Staff recommends the Commission provide feedback. <br />Background <br />The applicant owns and resides at 2480 Carman Street. This property is a long and narrow lot <br />that is divided by an inlet. The total land area of the parcel is 1.85 acres with approximately 1.04 <br />acres north of the inlet and 0.75 acres south of the inlet. The property is also split zoned with <br />the northern portion of the lot zoned LR-1C1 and the southern portion zoned LR413. <br />The southern portion of the lot is zoned LR-1B (1 acre) contains asingle-family home, where the <br />northern portion of the lot, LR-.LC-1 (0.5 acre) does not contain any improvements. The <br />applicant has interest in subdividing the property so that the two areas of the lot that are <br />separated by the inlet are separate parcels that could each contain a single-family home. <br />However, a subdivision of the property with the current zoning would result in a nonconforming <br />parcel. The southern portion of the property is 0.75 acres which does not meet the LR413 <br />requirement of 1.0 acres. The applicant has proposed rezoning the southern portion of the <br />property from LR413 to LR-1C which allows for a 0.5 acre minimum. In order to avoid spot <br />zoning, the applicant has also proposed the rezoning of the southern portion of 2474 Carman <br />Street and all of 2470 and 2490 Carman Street from LR-113 to L114C as shown in Exhibit C. <br />A sketch plan application was made in January of 2023 for the subdivision of 2480 Carman <br />Street along the inlet. The previous application would make two lots on either side of the inlet, <br />however the land on the south side of the inlet was substandard under 1 acre insize and would <br />require a variance to create a new nonconforming lot. The Planning Commission was not in <br />support of creating a nonconforming lot on the south side of the inlet. <br />Proposal <br />The applicant is proposing to rezone 4 parcels to the south of the inlet; 2470 Carman Street, <br />2490 Carman Street, and the southern portions of 2474 and 2480 Carman Street. The proposal <br />would allow lot splits to occur for 2474 and 2480 Carman Street that would result in compliant <br />and conforming lots to the north and south of the inlet.
