State of Minnesota <br />Department of Human Services <br />Human Services Building <br />444 Latayrnc Rxxid <br />St. Paul, MinnexKa 55155 <br />1 A <br />Dear Prospective Applicant: <br />Thank you for your inquiry regarding child care center requirements. <br />Minnesota requires a license for all programs providing child care. Programs <br />included are: nursery schools, preschools, day care centers, and babysitting <br />centers. <br />The following are the minimum steps in the licensing process which must be <br />taken by the applicant: <br />a. <br />b. <br />c. <br />Contact the local zoning authority to determine whether group child care <br />is an allowable use of the proposed site. <br />The facility must meet all applicable zoning, health, fire, and building <br />codes. Second floor rooms and basements without direct walk-outs seldom <br />meet the Fire Marshal's approval. <br />Review Minnesota Rules, parts 9503.0005 through 9503.0170. When <br />reviewing the rule, be sure to note that: <br />(1) No center may operate without staff persons who have had college <br />or post-secondary vocational courses related to child development. <br />(2) A facility must be selected which will provide 35 square feet of <br />usable floor space per child and one toilet and wash bowl per <br />every 15 children. <br />(3) I he center must have an adequate outdoor play space, as described <br />in the rule. <br />(4) The minimum equipment listed in the rule must b® obtained. <br />(5) Procedures and written policies must be developed and approved by <br />the Division of Licensing. <br />(6) When children under preschool age are served, additional qualified <br />staff, as well as other special features, are required. <br />Contact the licensor to discuss plans for the center, to receive <br />instructions for obtaining local approval, and to obtain an application <br />packet. <br />d.
