by the subdivider. When specifically authorized by this chapter and specifically approved by the council, <br /> permits may be issued for the construction of certain improvements such as roads, utilities and drainage <br /> structures. <br /> Sec. 82-82. -Coordination of subdivision approval. <br /> (a) Intent. It is the intent of this chapter that subdivision review be carried out simultaneously with the <br /> review of accessory zoning applications,(variances,zone changes or other similar prerequisites)to the <br /> subdivision. . <br /> (b) Fees. Whenever a proposed subdivision requires accessory zoning applications,,the subdivider shall <br /> file the separate zoning applications and pay all required fees concurrent with the filing of the <br /> preliminary plat application. <br /> Sec. 82-83.- Official submission dates. <br /> (a) The City shall establish and publish submittal deadlines for land use applications annually. <br /> Subdivision applications shall be submitted based on this schedule. <br /> (b) When a division or subdivision to which the regulations of the city do not apply is presented to the <br /> city,the city administrator or designee shall within ten days certify that the subdivision regulations of <br /> the city do not apply to the particular division. <br /> (c) If the city or the responsible agency of the city fails to preliminarily approve or disapprove an <br /> application within the review period,the application shall be deemed preliminarily approved;and upon <br /> demand the city shall execute a certificate to that effect.Following preliminary approval,the applicant <br /> may request final approval by the city; and upon such request, the city shall certify final approval <br /> within 60 days if the applicant has complied with all conditions and requirements of applicable <br /> regulations and all conditions and requirements upon which the preliminary approval is expressly <br /> conditioned either through performance or the execution of appropriate agreements assuring <br /> performance. If the city fails to certify final approval as so required,and if the applicant has complied <br /> with all conditions and requirements, the application shall be deemed finally approved; and upon <br /> demand the city shall execute a certificate to that effect. After final approval a subdivision may be <br /> filed or recorded. <br /> Sec. 82-84.- Initial staff review. <br /> Any person proposing subdivision of land within the city shall meet with the City Administrator or <br /> designee to review briefly the proposed subdivision and receive advice concerning subdivision <br /> requirements,required submittals, fees and schedules. <br /> Sec.82-85.- Sketch plan. <br /> (a) Purpose. The sketch plan is an initial presentation of the subdivider's intention and serves as the basis <br /> for conceptual discussion between the city and the subdivider and provides beneficial savings for the <br /> subdivider. <br /> (b) Requirements. A sketch plan review may be completed for all subdivision applications. <br /> (c) Sketch plan application. <br /> Final Draft page 12 <br />
