A plan showinq proper drainage and protection of adjoininQ properties shall be submitted. The <br /> Citv Enqineer shall have the authority to refer anv reauests for land alteration permits to the city <br /> council for review and approval in instances where the land alteration appears to create <br /> neaative impacts or be inconsistent with the aoals and policies of the communitv manaqement <br /> Ip an. <br /> (a) An active buildina permit or separate land alteration permit for the followina: <br /> (1) Normal and customarv arading in the area of an existinq or a newly constructed <br /> buildinq; or the qradinq of the drivewav servina such buildinq; and less than 500 <br /> cumulative import/export of material, except for fill reauired to raise arade for <br /> adeauate frost footina protection, the intent beinq that structures shall not be <br /> artificially raised above the preexisting surroundinq topoqraphy. <br /> (2) Import/exqort of 51- 500 cubic vards which does not adverselv impact the existina <br /> drainage, <br /> �3) Changinq the qrade on a lakeshore propertv within the shore setback up to 50 cubic <br /> av rds• <br /> a. Exception. A buildina permit or land alteration permit is not reauired for earth <br /> movement 50 cubic vards or less outside the shore setback. <br /> (4) Repair or restoration of qrade within the shore setback provided import/export does not <br /> exceed 500 cubic vards to reestablish existinq/failinq slope with engineer review. <br /> �5) Stockpilinq less than 500 cubic yards of material provided that the followinq documents <br /> be submitted: <br /> a. An erosion control plan, meetin4 the standards of Chapter 79; and <br /> b. Proposed haul routes. <br /> (6) Installation of septic svstems in accordance with Chapter 58—Environment Article II. — <br /> On-Site Sewaqe Disposal. <br /> �7) Gradinq, excavation, or fill which is qreater than or equal to 50 CY or 5,000 sauare feet. <br /> Section 78-1592 Shoreland Manaqement and Floodplain Management <br /> Additional reauirements for grading and land alterations mav apply to projects within the <br /> Shoreland Overlav District in Citv Code Section 78-1286 and Floodplain Manaqement areas <br /> under City Code Article VIII. <br /> Section 78-1593 Interim Use Permit Requirements <br /> Interim Use Permits mav be reauired for larqer gradinq and land alterations proiects outlined in <br /> City Code Section 78-1726. <br /> SECTION 6.
