ORDINANCE N0.3,9. THIRD SERIES <br />CITY OF ORONO <br />HENNEPIN COUNTY, MINNESOTA <br />AN ORDINANCE AMENDING THE CODE OF ORDINANCES <br />PERTAINING TO CONCEPT AND SKETCH PLAN REVIEW <br />THE CITY COUNCIL OF ORONO ORDAINS: <br />SECTION 1. Article Il Administration and Enforcement, Division 1. "Generally" shall be <br />amended by adding Section 78-47 to read as follows: <br />Sec. 78-47. — Concept plan. <br />a Pur ose. The conMt plan serves as the basis for concqptual discussion between the cily and <br />the a licant. There are two general IlTes of concept review: Policy and Land Use. Policy <br />concept review allows the Council to provide informal comments related to land use policy: i.e. <br />would the Council be willing to consider a rezoning or land use amendment. A Land Use <br />concept review process provides the applicant with an opportunity to submit a plan showing the <br />basic intent and the general nature of the entire development. Neither the City Council nor the <br />Plannina Commission will take any formal action to approve or dente application. <br />Comments remarks or observations made by the Qjjy Council Planning Commission or Cit <br />Staff on the Concept Plan are not binding on„the City for subsequent stages. <br />Cb) Requirements. A concept plan review may be completed for projects requiring one or more <br />of the following applications: <br />Land Use Amendment Com rehensive Plan Amendment <br />Zone Change <br />Zoning or Subdivision Ordinance Text amendment <br />A sketch plan may be prepared for certain subdivisions as outlined in Section 82-85 <br />sketchlU ans of this ordinance. <br />(c) Concept plan application. <br />(1) The planning commission shall review all concept plans based upon the applicant's <br />a lication. Com lete applications shall include the following: <br />a. completion of all items on the concept plan application form, <br />b. information on the proposal to sufficiently communicate the request; <br />c. any additional information requested by the zoning administrator, and <br />d. pgMent of the concgpt plan review fee. <br />(d) Concept plan review and recommendations_ <br />( 1) Concept plan review standards. City staff, the Planning Commission and City Council <br />shall study the concept plan, taking into consideration the requirements of generally <br />acce ted planning practice,applicable ordinances and the Comprehensive Plan. <br />
