It is the applicants’ hope that since the City is asking^ for <br />controlled one way traffic How through parking area that the raised medians need not be defined <br />with curbing and ihai appropriate signage would address the City ’s concerns during winter <br />months. <br />The Planning Commission concurred that the 40 proposed parking stalls would be <br />acceptable based on the most restrictive of the multiple uses proposed for the facility, the church <br />use with sanctuar>- confirmed at a 1,109 s.f area. Review the enclosed staff memo. Pages 2 <br />and 3 that review the parkinc needs of the other uses proposed tor facility. Staff advised that <br />the conditional use permit can be specifically written to review parking at a later date if it is <br />found there is a need to expand parking. In fact, the City has little information as to the other <br />uses proposed for the facility such as the middle school/lngh school drop-in centers or adult <br />evening classes. It may be necessary' to reconsider the conditional use permit should the need <br />arise at some future date. <br />The applicant questioned the need for the posting of security to assure that all required <br />improvements are installed within a reasonable period of time. Applicants’ representatives were <br />advised that this was an issue that c.in only be addressed by the Orono Council. The Planning <br />Coim.iission advised that this condition would have to be included in their recommendation to <br />be consistent with former applications involving improvements. <br />The enclosed resolution has been drafted per the Planning Commission recommendation <br />approving 40 parking stalls, allowing the existing single stall to remain within the 50’ setback <br />area curbing along the north boundary of the parking area and curved median areas in parking <br />lot to be defmed with curbing. Staff has been in recent contact with the Planning Commission <br />Co-Chair and Bellows confinns although trattic flow was to be controlled through signage at <br />they had concurred there was a need to define the curved median with raised curbing. The <br />applicant asks that the following issues be addressed in Council ’s final recommendation. <br />1. Need for security being posted with the Developer ’s Agreement. <br />2. Resolve of curved median areas. Applicant asks that curbing not be required. <br />The Police Chief has asked that at a minimum light poles should be protected by <br />a 3’ wide circular curbed area. <br />Update on Bike Trail Easement <br />M the Hebniao' Planning Commission meeting the applicant advised that they had no <br />knowledge of the City ’s plan to install a bike trail along the east side of Old Crystal Bay Road <br />Applicant was encouraged to work with the City in the planning of the bike trail along the east <br />side of the right-of-way. The City Engineer and Park Commission Chairman rnct with the <br />School Board to discuss Ihe comprehensive bike trail plan.
