Mabusth, Building *Sc Zoning Administrator 6 % <br />March 4, 1993 <br />% <br />Subject:#1802 Orono Independent School District #278, 770 Old Cr>'stal Bay Road - <br />Conditional Use Permit - Resolution <br />Additional Exhibits <br />M - Staff Sketch <br />Brief Review of Application and Planning Commission Recommendation <br />The applicant seeks a conditional use permit for a 36’ x 50' addition to be installed at <br />the southeast side of the day care structure. The former church property was recently purchased <br />by the school and continues to function as a day care use. The former church now leases the <br />building from the school on Wednesdays and Sundays. Tne structure will house the "Orono <br />Smdent Center" with the principal function of providing expanded day care and with the <br />following possible uses: <br />Middle school drop-in center <br />High school drop-in center <br />Evening adult classes <br />Meetings for District and public use <br />The applicant confirmed that the existing paved parking lot that served the church use <br />and current Kinder Kare Day Care would be used and proposed paving expa'isions will be at the <br />same grade elevation. There is no change in drainage nor are drainage swales proposed. Staff <br />raised the issue of the paved parking area also serving as the basketball court. The applicant <br />confirmed that this was their intention claiming that at certain times of day the paved area is <br />cordoned off with cones providing safe play areas for students. Applicant was encouraged to <br />consider a more permanent type basketball court to the east side of parking area at seme future <br />time. Review Exhibit F. Note the parking stall located within the required 50’ setback area will <br />remain and will have no impact on entering or exiting day care facility nor on a future bike trail <br />that will intersect the 50’ setback area (review Exhibit K). The Planning Commission <br />recommends that the single stall be allowed to remain. <br />The applicant voiced concern with the City ’s request that curved median areas be defined <br />by curbing rather than just striping. The applicant claimed curbing would restrict the school ’s <br />informal use of the parking area as a play area. This was a specific request of the Police Chief <br />in order to define the driving lanes during winter when striping is not visible. In recent <br />discussions with the Police Chief, he asked that at a minimum since the two light poles were <br />kKated within the median areas that a 3’ wide curbed buffer be provided around the pole areas. <br />7
