Sustainable R esources C enter <br />Proposal for Suburban H ennepin Low -Income weatherization <br />Executive Summary <br />This proposal is respectfully being submitted by a consortium composed of ^e <br />Sustainable Resources Center and Community Action for Suburban Hennepin to the <br />Minnesota Department of Jobs and Training in response to the Suburban Hennepin <br />County Low-Income Weatherization Progpun Request for Proposals. The Sustainable <br />Resources Center (SRC) is the lead organization for the consortium, and Community <br />Action for Suburban Hennepin (CASH) is a subcontractor of SRC SRC will ad^ster <br />the prognun and conduct the weatherization aedviries, while CASH will undertaJee to <br />identify weatherization applicants and coordinate weatherization wth other suburban <br />low-income housing programs. As the RFP requires, this consortium fully satisfies the <br />four threshold requirements for a successful subgrantee under DOE Rules 10 CFR Part <br />440.15. <br />Sustainable Resources Center (SRC) was formed on January 1, 1992 by the rnCTgcr of the <br />Natural Resources Corporation and the Self-Reliance Center. By combining Natural <br />Resources Corpon *'on's strong weatherization expertise with Self-Reliance Center's <br />successful grass roots, low-income energy and food programs, the mergCT created ;m <br />organization which has the ability to deliver its c nsiderable weatherization expertise <br />more effectively to low-income communities. <br />SRC's gtiiding principle is to promote self-reliance and sustainability by ad^ssing <br />energy, food and environmental issues in ways that empower people, especially those <br />with low-incomes. Its energy-related goals are to: <br />(1) effectively coordinate energy services in an integrated manner in a <br />"wholehouse" approach; ^ • i jj <br />(2) provide the broad spectrum of energy services that more effectively address <br />the resident’s needs; and <br />(3) apply our collective field experience to improve energy services to our <br />customers. <br />The consortium of Sustainable Resources (Tenter (SRC) and Community Action for <br />Suburban Hennepin is the outstanding applicant for selection as pcimanent vendOT of <br />weatherization services. Some of the relevant facts about Sustainable Resources Center <br />are as follows: <br />SRC has effectively provided weatherization services to Hennepin County’s low- <br />income community for 13 years. Federal regulations strongly favor existing <br />providers who deliver quality services; <br />Community Action for Suburban Hennepin is desi^ated by the Board <br />Commissioners of Hennepin county as the community action agency for suburban <br />Hennepin, and since 1986, it is the only agency responsible for suburban-wide <br />multi-program low-income service delivery; <br />i
