The only exception to this is that a person <br />detained by the Police Department for interrogation may be allowed <br />to smoke in the interrogation room. This procedure often increases <br />the effectiveness of the interrogation process. <br />City staff were advised that the new facilities would be smoke <br />free. It is recommended the Council adopt the resolution at this <br />time so that there is a uniform policy in place for all buildings.
