We have also summarized the issues on Willow Drive that need to <br />be discussed prior to proceeding with the project <br />Wc met with the West Metro District office staff on Wednesday, January 23, 1993. The <br />purpose of the meeting was to determine the advantages of advancing the construction schedule <br />for the traffic signal Mn/DOT has currently scheduled a bid date on the project of October <br />1994 which means 1995 construction. The City could accomplish construction of a temporary <br />signal in 1993 with Ma^DOT cooperative agreement funds. <br />The Mn/DOT staff was resistive to the City proceeding because of work duplication that would <br />result in an additional project cost of approximately 5100,000. The question became, what is <br />the benefit of moving the project ahead two years? If you avoid one serious accident in that <br />time period, the answer is obvious but this is purely speculative. We will check out the areident <br />records for this area over the past two years. Mn/DOT does have control of the cooperative <br />agreement funds so they are an important participant. <br />If the City were to pursue a temporary signal at this location, we would need the cooperation <br />of Long Lake. The estimated cost to each City for the temporary signal and lane widening <br />would be $40,000. The remaining work would be covered under the Mn/DOT cooperative <br />agreement. Each City would be responsible for its share of the permanent traffic control signal <br />when it is installed in the future. This cost is estimated at $25,000 for each City.
