In addition to the semaphore <br />instaUation other improvements were considered such as turn lanes and center island medians <br />at certain intersections between Brown Road iNorth and 1500 feet west of Willow Drive. <br />The construction of this project was originally scheduled for 1993. MnDOT advised us in 1992 <br />that consiraction would be delayed until 1994. Most recently we were advised that another delay <br />would extend construction to 1995. <br />During the entire process, the City of Orono has been planning to upgrade Willow Drise from <br />Highway 12 to County Road 6 to Municipal State Aid standards and tried to coordinate that <br />construction w ith the semaphore installation by Mn/DOT at the intersection of Willow Drive and <br />Highway 12. A feasibility study was completed by the City Engineer in July of 1992 but was <br />put on hold until more information was available from Mn/DOT regarding their safety <br />improvement project. <br />It was also suggested that the City of Orono proceed with the Willow Drive upgrade and install <br />the semaphore in our project and would be reimbursed by Mn/DOT for their share " the <br />semaphore costs. Due to :he time of year that consideration was put on hold until we *d <br />meet w ith Mn/.OOT and perhaps continue the negotiations with them for a cooperative agrew...ent <br />and construction in 1993. <br />Attached you will fttiu a letter from City Engineer Glenn Cook summarizing our meeting with <br />Ma'DOT personnel regarding cooperative agreement monies and the tact that they do not want <br />to iiKtude the semaphore ccnstrucuon in our project. <br />It is staff recommendation to proceed with the upgrade of Willow' Drive from Highway l^. to <br />County Road 6 in 1993 and to present tlie feasibility snidy to Council at the February' 22. 1993 <br />Council meeting. <br />ch
