Zoning File #1795 <br />January 14, 1993 <br />Page 3 <br />are also other existing paved areas located within County right-of- <br />way. The County approved the original site plan at the time of the <br />acquisition of additional right-of-way for CSAH 6. Applicant must <br />apply for an updated entrance permit in order to install new curb <br />cut and portion of access drive that will encroach expanded County <br />right-of-way along northwest side of property. <br />Please review Exhibit B. Applicant's addendum provides <br />background on Mrs. Walters' professional experience. The Open Arms <br />Child Care concept is reviewed. The applicant will be present to <br />answer any questions members may have concerning the operation. <br />Note that meals will be served at the facility. In fact, pre <br />ordered meals will be available for parents and families. Based on <br />the level of use, the On-site Septic Manager sees no problem with <br />this phase of the operation. The preparation, handling, serving of <br />food and maintenance of kitchen must comply with the Hennepin <br />County Environmental Health Guidelines established in the State <br />Health Code. <br />Staff would recommend that the open air fenced play area be <br />expanded now to the maximum required 3,000 s.f. It is currently <br />shown at 2,500 s.f. <br />The site plan shows no plan for landscaping. The west side <br />of the property is predominantly occupied with parking, access <br />drive, facility and accessory uses. The east side, located in <br />higher, grassed elevations, provides a nature buffer for adjacent <br />residential area. Staff would recommend that the open play area be <br />screened with natural plantings along the south and east side of <br />the fence. Members may have other recommendations. It will be <br />necessary to restore groundcover over areas disturbed with removal <br />of blacktop at curb cut. <br />The applicant sees no need for additional signage area at this <br />time. Lighting will be limited and used for security purposes and <br />for immediate users of the facility. All lighting must be shielded <br />and directed downward. <br />Staff Recommendation <br />Staff recommends approval of the Open Arms Child Care facility <br />that would consist of child care services for pre-school and school <br />age children still needing child cai'e and a limited catering <br />kitchen for child care children and families. The conditional use <br />permit would limit enrollment to a total of 60 students based on <br />the area to student ratio established in State code for required <br />size of principal structure and per Orono's septic ordinance. This <br />approval is based on the following conditions:
