It is not a question of driving in and <br />letting children proceed into the building on their own. Parents accompany their child inside. <br />They are required to park. The layouts presented by the City Engineer presented potential <br />hazards where children would be required to walk in front of a moving car in the outside lane. <br />Eight spaces are required. Thirteen are proposed. <br />Signs <br />ApplicaPit has asked for two signs not to exceed the allowed 12 s.f. Tlie sign adjacent <br />to Highway 12 appears to meet the 5’ setback and will create no siting problems at the <br />intersection. The sign located adjacent to County Road 6 is located within the right-of-way and <br />must be relocated within the lot lines of the property meeting the required 5’ setback. <br />Required Open Play Area <br />Code requires fencing when play area is 15’ or more from street lot line. Play area is <br />shown at 10’ and at a maximum of 3,400 s.f. (50 s.f. per student). Play area well exceeds the <br />area for 55-60 smdents. Staff recommends that play area fencing be moved back in line with <br />the front line of the building - approximately 16’ from lot line. <br />Access <br />Access will be relocated further to the east. The traffic entering in and out of property <br />will be moved further away from tlie traffic intersection. Dave Zetterstrom of the Hennepin <br />DOT has approved the eastern access and sees no problem with the County approving portions <br />of the driveway located within the adjacent right-of-way. Once again he concurs with staff that <br />no parking stalls should be permanently located within the right-of-way. If the County- permit <br />requires removal of paved areas within the right-of-ways, that disturbed areas be restored to <br />natural ground cover. Zetterstrom has noted tliat he has asked the County to review the speed <br />limits established along County Road 6 in the area. He questions the recommended speed at a <br />curve area shown at 50 mph. The entire area shall be re-evaluated for adjustments in speed <br />level. <br />Luiidscaplng <br />I.andscaping has been shown along the south and east sides of the play area. The <br />Planning Commission had not required additional landscaping within the developed portions of <br />the property. The higher elevations to the east with existing vegetation provides a natural buffer <br />to the residential property. <br />The real issue for this review is that we have no confirmation as to tmal septic <br />capabilities of property It is septic capacity that will limit the total number of smdent-teacher
