Box 164 <br />Crystal Bay, MN 55323 <br />Dear Mayor Peterson: <br />DEC 2 9 :992 <br />REVIEW AND COMMENT ON CITY OF VICTORIA'S REQUEST FOR FLEXIBILITY <br />FROM STATE OF MINNESOTA'S SHORELAITD MANAGEMENT STANDARDS <br />As required by the statewide shoreland management standards, the <br />Commissioner of the Minnesota Department of Natural Resources (DNR; <br />and the City of Victoria are hereby notifying your city of <br />Victoria's request for flexibility from the statewide standards as <br />outlined below, and in the enclosure prepared by the city's <br />consultant. In accordance with the rules, the Comaissioner and the <br />city must solicit the input and approval of other governmental <br />bodies that could be affected or impacted by the alternate <br />controls. The city and the DNR are asking that your city provide <br />its review and comments, if any, to either DNR or the city within <br />45 days of the date of this letter. If no response is received <br />prior to then, we will assume that your cit^ has no concerns with <br />the neighboring city's proposal. <br />The City of Victoria is requesting flexibility from the following <br />statewide standards: <br />1. Lot width, <br />2. Lot area, <br />3. Building height, <br />4. Residential density, <br />5. Impervious surface, <br />6. Top of the bluff, and <br />7. Decks - additions/expansions to nonconforming structures. <br />Please note that only items 3, 6, and 7 apply to Lake Minnetonka <br />shorela.nd areas while the others apply to the other 15 lake and <br />river shorelands within tho city's corporate limits. <br />Since the city's request is complex, a thorough discussion of this <br />request is attached for you and/or your staff to review. <br />Victoria's consultant has presented the above requests for review <br />and discussion by DNR ard representatives of 11 Lake Minnetonka <br />cities who are working toiother as a Technical Review Conoittee for <br />the purpose of revie'-ir | and discussing individual city's <br />flexibility requests affscting Lake Minnetonka.
