Functions of the Career Preparation Division: To aggressively track and forecast employment <br />opportunities and trends, particularly concentrating on high-sldll, high-wage jobs; to provide a <br />clea^ghousc of information for students, parents and employers for career information; to set <br />certification standards and establish credentials for youth apprenticeship programs; to recruit <br />employers, spools, students and parents to participate in youth apprenticeship programs; to <br />place a special emphasis on at-risk students, including communities of color and students in <br />poverty; to coordinate policy, administration and financing of educational services to young <br />people who have mastered basic educational skills to prepare them for post-secondary <br />education and the workplace. <br />Programs to be transferred to the Career Preparation Division: <br />From the Department of Education: <br />Minnesota Career Information System <br />11th and 12th grade educational services and administration <br />Minnesota Occupational Information Council <br />FnncUons of the Higher Education Division: Management of financial aid programs, support <br />functions, policy analysis, providing a clearinghouse of information for students, parents and <br />employers. <br />Programs to be transferred to the Higher Education Division: <br />Pro^ams and functions of the Higher Education Coordinating Board <br />O^en The Department of Education : 1 the Higher Education Coordinating Board would be <br />abolished, with their functions transferred to the new agency as outlined. The transition would <br />take place over a two-year phase-in period. The reorganization would not affect the merger of <br />the governance boards of the three Ugher education ^tems by 1995.
