THE DEPARTMENT OF CHILDREN AND EDUCA TION SERVICES <br />Functions of the Children's Services Division: To consolidate and coordinate policies and <br />programs that deal primarily with children from birth to kindergarten enrollment The division <br />also will administer community collaboration grants. <br />Programs to be transferred to the Children's Services division (Note: Programs would be <br />phased in over the course of the biennium): <br />From the Department of Jobs and Training: Head Start <br />From the Department of Education: <br />Early Childhood Family Education (including tribal schools) <br />Early Childhood Screening <br />Early Childhood Special Education and Part H3 <br />Learning Readiness <br />Way to Grow <br />Even Start <br />From the Department of Health: <br />School Health program <br />Home Visitor program <br />* In addition, the new department would provide polity coordination for Lead <br />Screerung, Maternal and Child Health, arid the Women, Infants and Ouldren <br />program. <br />From the Department of Human Services: <br />Child Care Service Development <br />Children's Trust Fund <br />Migrant Child Care <br />Dependent Child Care <br />* In addition, the new department would provide policy leadership and planning for <br />Early Periodic Screening, Diofftosis and Treatment. <br />From the Department of Trade and Economic Development: <br />Community Resource Program <br />Functions of Cacilities and finance, standards and assessment, and research and related <br />services: To coordinate and consolidate education services from kindergarten enrollment <br />through about 10th grade, or successful completion of an assessment of core academic skills. <br />These divisions will be responsible for setting standaids and determining assessment tools, for <br />providing alternative learning opportunities to those students who need additional assistance in <br />reaching basic skill levels, and for providing career guidance and training to young people. <br />Programs to be UmnsferrMl to those functions: <br />From the Department of Education: <br />Kindergarten through 10th grade eduoition services and administration, including <br />special education.
