It is estimated that for 1991, 33% of the total flow was I/I, <br />costing the City an estimated $90,000 in excess MWCC treatment <br />charges. <br />In order to further reduce I/I in a cost-e. ;tive manner, <br />the City will embark on an accelerated program to identify and <br />eliminate I/I sources, including the following: <br />1. Review and update the 1981 I/I analysis. The update <br />will include not only additional analysis of those areas <br />studied in 1981, but will analyze flow data from all <br />currently existing portions of the system not covered in <br />that study. <br />2. As part of this update, each City-owned lift station <br />will be analyzed as to the extent of its service area, and <br />past flow data will be compared with expected flows in <br />order to identify and isolate any existing I/I sources. <br />3. Flow data from City-owned lift stations will then <br />continue to be collected and analyzed on a quarterly basis <br />to quickly identify and eliminate any new sources of I/I <br />that may occur. <br />4. Continuation of current system rehabilitation progreun <br />as funding permits. <br />5. Immediate initiation of a public education program <br />regarding the need to eliminate illegal connections. <br />6. Adoption of ordinances which provide for penalty for <br />illegal connections of sump pumps and foundation drains to <br />the municipal sewer system, supported by a proactive progreun <br />of visual inspection of residential connections, starting in <br />areas where system analysis indicates the greatest <br />likelihood that flow reduction can be accomplished. <br />19-A
