LAKE MINNETONKA LAKE ACCESS TASK FORCE <br />STEERING COMMITTEE <br />MEETING SUMMARY - DECEMBER 29,1992 <br />Location: LMCD OfYlces, Wayzata <br />1. <br />2. <br />4. <br />The meeting was convened at 7:00 p.m. by Bert Foster, Chaii* <br />LMCD(Deephaven). In addition to Mr. Foster, those members present were: <br />Gordon Kimball-DNR; Don Germanson-LMLOA; Dave Cochran- <br />LMCD(Greenwood); Jim Grathwol-LMCD(Excelsior): Doi^ Babcock- <br />LMCD(Sp^g Park). Others present: Gene Strommen-LMCD E <br />Director, Don Buckhout-Task Force Facilitator. <br />xecunve <br />Review of Draft Task Force Operating Guidelines: <br />'fhe committee members reviewed the draft Task Force Operating Guidelines <br />developed by Jim Grathwol and Don Buckhout. Most of the discussion centered <br />on the provision for consensus decision-making. It was decided to add a role for <br />the Steering Committee to seek resolution of issues on which the Task Force fails <br />to reach consensus by appointing a delegation to meet with dissenting parties in <br />order to seek to resolve the differences. <br />There was also discussion about adding new memben to the Task Force. In <br />particular, the instance of membership and participation by organized citizen <br />groups that are formed for a special interest purpose, such as to express opinions <br />on a new access ranq> in their community, was discussed. It was decided that the <br />Operating Guidelines allow for addition of new Task Force memben, such as <br />these groups, according u) terms established by the Task Force at the time the <br />request for membership is received. <br />Fiiuiily, it wu agreed that the Task Force is defined as being advisory to the <br />LMCD and possibly to other governmental units. <br />The Committee agreed to submit the draft Operating Guidelines to the Task Force <br />for review and adoption at the January 13 meeting. <br />3. TMk.fi <br />It was agreed that the agenda for the next Task Force meeting should be: <br />1. Review of Task Force Operating Guidelines <br />2. Review of Subcommittee Objectives <br />3. Review of Draft Model Parking Agreements <br />Subcominittee Obiecrives: <br />The Steering Committee developed a list of preliminary Subcomnuttee objectives <br />for each of the three new subcommittees, plus the Steering Committee. These <br />will be reviewed by the Task Force and referred to Subcommittees for further <br />consideration and amendment. It was felt that it would be moie effkieot for the <br />subcommittees to have some initial objectives to start with and the intent oi tte <br />Steering Committee is that these could be modified as the s-bcommittees see fit
