I've ebserved that organizations want <br />a different set of skills and experiences from <br />the manager of (he I990's, as compared to <br />the manager of the 70's and 80's. <br />Skills for Managers of the 1990 ’s <br />Specifically, Boards and Councils are <br />looking for Ma '>agerial candidates that: <br />• Have expericiu'c in economic develop­ <br />ment and expanding the tax base <br />• Are skilled in developing employees <br />toward their chosen career path <br />• Have developed employee evaluation <br />programs with reward s)'stems <br />• Know about "right-sizing" organizations, <br />including the combination of sorv’ices <br />and the reallocation of resources <br />• Can provide leadership without getting <br />involved in politics, while being in the <br />forefront of activities <br />• Will all )w Boards and Councils to be <br />involved In participating in the activities <br />of the orgaruzation <br />• Will be very accessible to the individual <br />members of the gov erning Board <br />• Have a "process" versus a "task" <br />orientation, particularly as it relates to <br />dealing with staff and the public <br />• Be in an anticipatory mode so as to <br />advise the governing Board of future <br />trends and how to deal with th(>se trends <br />Specifically, Boards and Councils expect <br />their Chief Executive Officer (CEO) to be <br />community oriented, customer driven. <br />results-fiKused. and have a strong wt of <br />pers mal values Successful CEOs will <br />empower volunteer citizens and staff—from <br />the top level to the w'crker on the street—to <br />make decisions <br />CSetQng the "Edge" <br />1 have observed several candidates that are <br />highly skilled in the technical, firvancial arsd <br />functional areM It is a combinalHxn of these <br />skills and the ab^we listed <}ualities and <br />espenerkes that give these indtVKfuals the <br />h>» the ideal peaitton <br />Strategic Plan <br />Coordinated for the <br />City of Hopkins <br />The Brimeyer Group recently completed its <br />involvement in the strategic planning <br />process for economic developn.ent for the <br />City of Hopkins. <br />Strategic planning is defined as, "The <br />process by which an organization envisions <br />its future and dev'elops the necessary proce­ <br />dures and operations to achieve that <br />future." <br />Hopkins is one of the only cities in Minne­ <br />sota to undertake the strategic planning <br />prixcss specifically for economic develop­ <br />ment. According to Hopkins Mayer Nelson <br />Berg, Chairman of the Strategic Planning <br />Task Force, "Jim Brimeyer was >'ery helpful <br />throughout the process It was important for <br />us to have a facilitator outside our organiza­ <br />tions so that each p>erson had an opportunity <br />to express individual opinions." <br />Through the Strategic Planning Task Force, <br />(set up by the Hopkins City Council) five <br />Issues were identified.
