2. <br />3. <br />4. <br />5. <br />The Orono City Council granted variances and approval for a commercial site <br />plan review for Smith’s Bay Marina and Yacht Club. Inc. (Zoning Application <br />;i^l592) per Resolution No. 2891 on October 22. 1990. Pursuant to that <br />resolution, the current property owners constructed a marina clubhouse and have <br />completed the majority of the site improvements required with that approval. <br />The applicant has requested approval for installation ot an 8 x 8 x 20 <br />removable storage module on the property, based on the following stated <br />hardships: <br />A. A hardship exists due to lack of equipment storage tor marina related <br />activities to effectively run the marina business. This lack of storage <br />results in an inability to accommcxlate customers demands for facilities to <br />store person ’.! boating equipment. <br />B. The amount and type of items proposed to be stored in this module are <br />enumerated in the applicant ’s letter to the Orono Planning Commission <br />dated November 1, 1993 and incorporated herein by reference. <br />C. A small extension to the existing building could be of dimension no more <br />than 6 ’ x 6 ’ in area without encroaching on existing windows, doorways, <br />or extending into the site parking area. <br />The site layout makes it ver>’ difficult to relocate the single parking space which <br />will be eliminated by placement of the storage mcxlule without a significant <br />reconfiguration of the parking layout or encroachment into the designated non ­ <br />hardcover landscape areas. To compensate for loss ot this space, which reduces <br />the number of spaces to 41 where 42 were approved via Resolution 2891 and 48 <br />would normally be required, the applicant has provided a letter of agreement with <br />the Minnetonka Art Center approximately 1/4 mile west of the marina, tor <br />overtlow parking. <br />The proposed liKation of the storage module in parking stall #34 ot the previously <br />approved cmTunercial site plan, places the im>dule outside the 0 75 lakeshcrc <br />setback /one where no structures would mirmally be allowed, thus meeting the <br />major objection the DNR had to this proposal. <br />I’.ice 2 of 6
