Douglas Carney, representing Mr. Tom Ryan, <br />1060 Tonkawa Road, presented a survey of the <br />proposed subdivision stating that this proposal <br />meets Orono*s setback requirements. Mr. George <br />Johnson on behalf of Mr. Ryan stated that this <br />IS the last of the original Partenwood Estates <br />and this proposal is consistent with the balance <br />of the area. Mr. Henry Muhich, Building & Zoning <br />Administrator, reviewed the previous Planning <br />Commission Minutes, which state that Mr. Ryan <br />resubmitted the original subdivision proposal <br />after having the Commission members visit the <br />site again. Some members felt that the lot <br />lines could be arranged to meet the lot width <br />requirement at the building line, while others <br />felt that this would amount to gerrymandering <br />without affecting the actual buildability or <br />density of the site. The Planning Commission <br />recommended approval of the preliminary plat <br />with a lot width variance subject to payment of <br />a park dedication fee, to County approval of <br />any new access road to the south parcel, and <br />to retention of the ponding area on the south <br />lot. Motion approved - 4 Ayes, 2 Nays, and <br />1 abstention. Minority reported their concern <br />was the approval of any subdivision containing <br />any variance. <br />I4r. Muhich also stated that this preliminary <br />plat will meet all setback requirements. <br />Butler moved, Paurus seconded, that the <br />subdivision request for Tom Ryan, 1060 Tonkav/a <br />Road, be approved per the Planning Commission <br />Minutes of October 18, 1976. Motion, Ayes (3) <br />Nays (1), Councilmember Welsh Nay. <br />Henry Muhich, Building & Zoning Administrator, <br />stated that I4r. Van Eeckhout is requesting <br />approval of a subdivision of approximately 18 <br />acres into 8 parcels exceeding the minimum lot <br />size of 2 acres located at 400 Old Crystal Bay <br />Road. <br />ThB proposal includes a private road which would <br />—_ ._ ^ ^ m • _exceed 600* in length. Easements of 60* across <br />m M A _ _the right of way and 100* at the cul de sac would <br />be required. None of the property is designated <br />as wetlands on the Hennepin County Ccnservation <br />wetlands map in our office. Suggested developer consider some <br />changes in access road to properties.
