f. <br />MINUTCS OF A PLANNING COMMISSION MEETING HELD DECEMBER 20, 1976 - PAGE 5 <br />Mr, Ledstron was present. He is conceined about the safety <br />of his horses in this pasture. Proposed duck pond is <br />l^ated only 50* from horse bam. Mr. Ledstron stated <br />that this is really a muck hole and a hazard to the horses. <br />A previous owner almost had a horse mired in the mud. He <br />would like the go ahead to fill along the steep hill to <br />elimmate the hazardous drop and excavate the muck area to <br />eliminate that hazard. Hank Miahich stated that the Water­ <br />shed District is in the process of designating flood and <br />watershed storage areas. There appears to be some question <br />as to vhether or not the location of the proposed duck pond <br />lies within this designated area. The Council requested <br />that ^e applicant obtain a report from the Watershed <br />District as to whether or not this proposed duck pond would <br />be affected by this storage area impounding project. <br />After a brief discussion, Pesek moved, Woolley seconded, to <br />table this application to alloiv staff to inspect by the <br />next feting and a report is submitted from the Watershed <br />District concerning the storage area. Motion - Ayes (6), <br />Nays {O'). The Zoning Administrator stated that a topog of <br />existing elevation and proposed amount of fill should be <br />submitted by Mr. Ledstrora. <br />Attorney Lorens Biynestad represented Mr. Rhode who was <br />sick. The Zonmg Administrator informed the Commission that <br />the ^Tplicant is requesting approval to build on this sub­ <br />standard lot. A variance on lot area and width would be <br />necessary. There is no other land available. A conditional <br />use permit would be necessary to keep the existing carriage <br />house as second dwelling to be used as a guest house. <br />Mr. Brynestad stated that his client is requesting the <br />follcwing: <br />1. <br />2. <br />3. <br />Permission of Comnission to renovate the carriage house <br />into guest house. <br />Peimit to proceed with construction of a residence <br />on premises. <br />Be able to put dock out into lake to serve this <br />property. <br />Mjoining property owner Jason Becker was present. The <br />Becker s objected to the proposed lakeshore setback. Pre­ <br />ssed l^ation is slightly foiward of the Becker’s. <br />Comnission was COTcemed about the possibility of two <br />st^ctures OT this lot. Commission suggested restoring <br />and remodeling existing carriage house or to raze this <br />structure and build a new residence further back from the l^e. <br />Pesek moved, Hosfield seconded, to table this matter and <br />suggested the applicant submit a revised proposal contain- <br />mg only one residence, a statement of no objection to <br />proposed house location from adjoining neighbors, new <br />residence to meet side ^d rear setback requirements, dock <br />slips to accommodate dock ri^ts of <br />»c easements over the property prior to the <br />City’s ^option of the new dock regulation.
