The applicant has provided conceptual plans for the <br />development of the second residence on the propeny. E.xhibits I and J. The structure shall meet <br />all required setbacks. The single story walkout proposes no height problem. As already noted <br />in the review of the conditional use permit for the land alterations, the preparation of the <br />building pad will not involve any alteration within the lakeshore protected area nor within the <br />26 ’ setback from the adjacent drainageway or wetland. As required by code, the guest house <br />will satisfy all lot standards of the RR-IB zoning district, review E.xhibit II. <br />The applicant advised the Plannine Commission that the propeity will be subdivided as <br />soon as possible as the conditional use p».*n.iit for the guest house was a means for the City to <br />legally issue a building permit for the second residence on the 44- acre parcel. <br />Pluiinicig Commission Keconimendation <br />The Planning Commission recommended unanimous approval of the conditional use <br />pennit for a guest house subject to the condition that if the subdivision of this property is never <br />finalized that while property contains a second residential unit, this unit must never be used for <br />rental purposes but must remain for the exclusive use of applicant, family members, guests or <br />hired help. The enclosed resolution has been drafted for Council ’s review and action.
