Zoning File ^1860 <br />November 19. 1993 <br />Page 2 <br />Staff has provided various spokespersons of the neighborhood copies of the most recent <br />Engineer's report and site plan for Option 2. It is staff s understanding that the neighbors will <br />be meeting to review the new Information. A neighbor advised staff that the property owner to <br />the south, the Michael Swansons, have been advised of the recent meetings involving the <br />application. It is not clear whether the Swansons have been advised of the plan to install parking <br />stalls to the south of the property. The City has sent a copy of the Engineer's report and <br />parking plans to Mr. and Mrs. Swanson. We hope that the City will receive their comments <br />prior to the meeting. <br />Please review Option I, Exhibit C, the acnial driveway curves within 5* of east lot line <br />at street intersection of property. If Option I is to be approved, the dnveway would have to be <br />realigned resulting in the removal of one manire tree in the street yard. The parking stall closest <br />to Livingston would be installed witliin major portions of existing drive. Parking stalls would <br />meet the required yard setbacks. The City Engineer may be asked to comment on the impact <br />of the additional hardcover on ihe existing Livingston Avenue drainage facility. <br />Options of Action Concerning Off Street Parking <br />1. Require no off street parking at this time based on the fact that parking has never <br />been an issue for this property when used as a triplex; or <br />2.Adopt parking Option 1 requiring reai’^nment of drive, removal of mature tree <br />in street yard and two off street parking stalls installed per plan. This alternative <br />would allow the backing out maneuver on site; or <br />3. Adopt parking Option 2 <br />Alternative A <br />Alternative B <br />Installii^ access drive and parking area as shown on Option <br />2 meeting all required side and rear setbacks. The <br />alternative plan would call for the backing out of cars on to <br />roadway and the need for additional grading 30’ to south <br />and north of proposed curb cut. <br />Approval of Option 2 parking and access layout but delay <br />land alterations to south until City deems driveway a safety <br />problem. Conditional use permit resolution would have to <br />be written to include owner ’s responsibility for making the <br />necessary alterations at a later date.
