Swanson, 3596 Lyric (neighbor to south of McKinney residence) <br />F - Gayle Siegler Utter of 11/18/93, faxed 12:00 p.m. 11/19/93 <br />Status of Application <br />At the November 8th meeting of the Council, members tabled all review of the <br />application until the Engineer had an opportunity to review the possibility of a secondary access <br />off Blaine Avenue and parking area to rear of residence. Neighbors at that meeting voiced <br />concern with the visual impact of additional parking and increased drainage problems from <br />additional hardcover with the Livingston Avenue driveway/parking plan. Residents were <br />concerned with the visual impact and intensification of parking where grassed areas had always <br />existed and hardcover intensification magnifying historic drainage problem within Livingston <br />Avenue watershed. <br />The City Engineer has prepared a plan for another option with a second access off <br />Blaine, review Exhibit D. He notes a moderately steep driveway off Blaine would require at <br />least 3’ to 4 ’ of excavation and the insullation of retaining walls around the perimeter of parking <br />spaces. The alteration would also require the extension of a back stoop at the rear of the house. <br />The Engineer ’s concern for option 2 is that it will have the greatest impact on the property ^ <br />that driveway would have poor sight distance. In order to improve safety for vehicles backing <br />out on to Blaine, there would be a need to cut 3* to 4 ’ into the higher side elevations a distance <br />of 30’. This would require major alterations within side street yard of property to south, where <br />owner has installed cyclone fencing and retaining walls. The parking stalls meet the required side <br />street setback of 15’. The City may wish to monitor use of Blaine access driveway before <br />requiring extensive land alterations to improve visibility. Signage may be considered during this <br />period warning drivers of a hidden driveway and minor alterations within property to lessen <br />sighting problem.
