Highway 12 Policy Committee Meeting <br />The Highway 12 Policy Committee met on Wednesday, November 17. <br />MnDOT provided an update on the various areas of the EIS <br />study. The EiS study is moving along at a pace that will meet <br />the completion schedule of Spring of '95. MnDOT provided <br />plans of each of the three corridor layouts which are getting <br />more detailed. MnDOT is beginning to work on the details of <br />both the current corridor and the north corridor. <br />MnDOT indicated they wil., have sufficient funding for the <br />total Economic Impact Scudy. However, the consultant <br />originally being considered to conduct the study has indicated <br />he may not be the right person to provide the information the <br />cities of Orono and Long Lake need to work through their <br />issues. The city ne'^is to identify the specific economic <br />impact issues, and information needed to analyze those issues <br />in order to assist MnDOT in providing a better focus for the <br />econom’c impact analysis study and in selecting a consultant <br />to conduct the study. The agenda of the next i.iediation <br />meeting may include a discussion of the economic impact issues <br />and the types of information needed by the citJ^'a to address <br />these issues. <br />2. Long Lake Water Quality Project Meeting <br />A meeting was held on Friday, November 19 to review the Long <br />Lake water quality improvement project being administrated by <br />the NiUWD. Those in attendance included; Ellen Sones, the MCWD <br />Administrator, two staff people from the MCWD's engineering <br />firm, the Mayors of Medina and Long Lake, a representative of <br />the Hennepin Conservation District and a member of the MCWD <br />Board. <br />The water quality improvement project was begun in 1991. The <br />first step was a diagnosis of the current quality of the lake <br />and the sources of the water quality problem. The diagnosis <br />has been completed and a general plan has been developed for <br />improving the water quality. The major contribitor to the low <br />water quality is phosphorus loading into the lake from both <br />agricultural land and residential land. The water quality <br />improvement project includes a community based campai-gn to <br />increase awareness and change practices to reduce phosphorus <br />run-off from both residential and agricultural land. It also <br />includes the construction of two sedimentat.ion ponds to <br />intercept phosphorus and other nutrients before they get to <br />the lake, and the installation of two aerators in Long Lake. <br />The MCWD is available to review this plan with the City <br />Council.
