Police Lieutenant Salary Negotiations <br />November 19, 1993 <br />page 2 <br />My proposal is that new performance based criteria be used in <br />determining the amount of merit pay to be received by the <br />Lieutenants and that the amount of merit pay available be increased <br />from 5% to 7%. This change would address the four pay related <br />issues identified above. <br />First, the increase in the merit pay available would provide the <br />potential for a 2% increase in pay for 1994 if merited based on <br />performance. Secondly, the reduction in Lt. Cheswick's base pay to <br />bring it in line with the Lieutenant pay schedule could be offset <br />by the additional 2% of merit pay. Thirdly, the additional 2% of <br />merit pay would increase the pay differential between the <br />Lieutenants and the Officers to bring it more in line with accepted <br />standards. Fourthly, the increase in the amount of merit pay <br />available could be justified if the merit pay criteria were changed <br />to performance based criteria. <br />In general my proposal is that the amount available as merit pay be <br />increased from 5% to 7% and that the merit pay criteria be <br />generally as follows: <br />1.3% merit pay based on the completion of objectives as <br />mutually determined by the Police Chief and the <br />Lieutenant. <br />2.3% merit pay based on superior overall performance as <br />indicated by an annual performance evaluation. <br />3.1% merit pay based on continuing education in accordance <br />with a plan mutually developed by the Police Chief and <br />the Lieutenant. <br />Please let me know if you have any questions or concer.ns regarding <br />this proposal. <br />I
