I. The Lake Access Task Force met October 21. Action taken: <br />1 <br />3. <br />b. <br />Concensus reached on Parking Standards for Lake <br />Minnetonka Public Accesses. These standards contain <br />differences from those developed in 1986, namely: <br />a. Distance for c/t parking spaces extended from <br />1,500' to 2,000' from access point, with <br />requirement that a temporary boat mooring <br />facility (make-ready dock) be provided for a <br />number of boats equal to 10% of the parking <br />spaces beyond 1,500'. <br />Providing 700 c/t parking spaces on weekends <br />and holidays from Memorial Day to Laborday with <br />at least 50% of c/t parking spaces available <br />weekdays. Hours for parking determined by LMCD, <br />in cooperation with DNR. <br />Count 75% of on-street parking spaces not <br />signed, 100% if signed "Car/Trailer Parking <br />Only". <br />Count car-only spaces (no trailer) in access <br />lots up to 10% of total c/t parking spaces per <br />lot. <br />d. <br />Lake Minnetonka Lakeshore Owners Assn. (LMLOA) <br />representative Don Germanson presented an LMLOA <br />position calling for a reduction of the 700 count for <br />c/t parking spaces established as the Lake Minnetonka <br />goal. LMLOA members present in the audience, <br />including the LMLOA legal counsel, questioned the <br />count. DNR and LMCD representatives supported the <br />700 count agreed upon in the 1983 Task Force Study as <br />a valid and reasonable number. The count is based <br />upon Lake Minnetonka's 14,000 acre capacity to <br />accommodate one boat through a public access <br />20 acres of water surface. LMLOA held to its <br />position opposing the count. The Task Force w.as <br />unwilling to take action to lower the count. <br />Concensus v:as not reached on this business item. <br />for each <br />LATF Chair Jim Grathwol advised tl.e Task Force that <br />he will reactivate the LMCD Lake Access Committee of <br />LMCD board members. The committee will coordinate <br />related lake access objectives and policies with the <br />LATF as appropriate. <br />J.The LMCD Lake Access Committee recommended at its 11/23 <br />meeting the following LATF studies for LMCD Board <br />approva1: , t s •1. Parking Standards for Lake Minnetonxa public access <br />2. LATF Subcommittee c/t parking inventory, urging the <br />LATF to move forward to make as many reliable c/t <br />parking spaces as possible to meet 700 c/t objective <br />3. Cities and agencies with existing public accesses ^ <br />be approached to ^:..4ct agreements for securing their <br />c/t poking spaces, with a goal of four city/agency
