Applicant ’s current application now involves side and rear setback <br />variances for a 26 ’ x 26 ’ garage addition to be installed to the north side of the residence that <br />will extend A'A' closer to the side line than the existing residence because of the placement of <br />the house on the property. The garage shall be located over the existing septic system. <br />Applicant has already completed septic testing for a new system to be installea to the northwest <br />portion of the property. Installation of the septic system must be completed before the permit <br />for the garage can be issued Applicant has yet to complete plantings required in the earlier <br />variance review to minimize visual impact of second story expansion within the substandard side <br />setback. 8-10 ’ high arborvitaes have been delivered to the site but have yet to be planted. <br />The Planning Commission was concerned that the applicant has not completed <br />construction of the second story as siding had yet to be installed. Anderson noted that this was <br />the only improvement needed to complete the construction and that upon receipt of financing for <br />garage and installation of septic system, that siding would be completed. The Planning <br />Commission noted that any condition of approval would have to ensure City that siding would <br />be installed before garage addition permit could be issued. <br />Other members questioned the amended site plan submitted by applicant showing new <br />access to property noting that a backout apron would be required in order to maintain a level of <br />safety for users of the shared drive. Anderson noted this would be no problem as there was <br />adequate room for a backout apron and that hardcover is not a problem on this site. Members <br />did note that the driveway apron would be encroaching closer to the north lot line and noted the <br />need for additional plantings along the north lot line adjacent to the backout apron aixl garage. <br />Members also noted die need to extend arborvitae plantings along the new garage addition as <br />structure was now encroaching 4'/6 ’ into the already substandard side setback yard. <br />Planning Commission members accepted the hardships noted in Exhibits A and I and as <br />reviewed m the staff memo.
