The engineer's report is not available for enclosure <br />in your packets but will be available for discussion at your meeting. <br />The cemetary access in Wayzata is not considered safe as far as <br />sighting distance relates to 40-55 MPH speeds. <br />The engineer recommends a shared access along the mutual lot <br />lines of cemetary and proposed nursery school property. The State <br />Highway Department will provide a left turn lane - (see diagram <br />enclosed, Exhibit H). Chief Kilbo is most concerned with access to <br />this site and has recommended moving the nursery school access as far <br />east as possible and a left turn aisle. Kilbo's comments were <br />completely independent of the other reviewing staff members. Note <br />Exhibits F G, it would appear Orono residents along that same <br />stretch of Highway 12 are also concerned with the safe use of the <br />site. <br />Access to the new facility will be forced to intersect the <br />designated wetlands. The engineer has been advised to establish <br />construction standards for the proposed road. The M.C.W.D. and Corp. <br />of Engineer will have to review the road plans of applicant. City <br />must grant a variance/conditiona J use permit if road must be located <br />to east of property; the area designated as a wetland. <br />Mrs. Cici has been advised of the approved location and has <br />voiced concern with additional costs involved with a road that must <br />intersect a wetland area. <br />Application 1062 has been tabled by staff until your October 21st <br />meeting because final submittals nor final plans were completed by <br />required deadline dates. <br />Planning Commission may act on the variance to the moratorium <br />separately, staff recommends approval as follows: <br />To approve Ingeborg Cici's variance application to the limited <br />development (Ordinance 13, Second Series) for a property located at <br />875 Wayzata Boulevard located within the eastern portion of the <br />Highway 12 Planning Study based on the following findings: <br />1. The proposal is not found to be in conflict with the current <br />Comprehensive Plan nor any amendments considered or proposed by <br />the City. <br />2. Standards for such reviews have already been established for <br />such uses. <br />3. If access is located per recommendation of reviewing staff, <br />there shall be no adverse impact on the health, safety or welfare <br />of the general public.
