Septic tanks have been <br />located to the south. Refer to Exhibits E and F, it is recommended that prior to construction <br />of the new facility that the septic system be located so that appropriate protection can be taken <br />before construction vehicles are allowed in the southern yard and to ensure that location of <br />proposed building is not within the drainfield area. <br />Statement of Hardship <br />Refer to Exhibit A, applicants note difficulty of presenting hardships based on cotte <br />standards. The new accessory strucnire ordinance would now prohibit indoor riding arenas in <br />excess of 3,000 s.f. There are several indoor riding arenas within the City which were instiled <br />prior to the current code. Structures of this type are a part of many of the horse operatkm <br />along Watertown Road within the 5-acre zoning district. The covenant to be filed in the chain <br />of title will protect the City ’s interest if property was to be considered for subdivision in the <br />future. The structure would have to be removed or applicants or future owners would have to <br />seek permission of the City if structure was to remain (variance application). <br />Issues for Consideration <br />What will the exterior color of the accessory structure be .' Will it be of the same <br />beige color of the existing accessory structures in the south yard? <br />Would special landscaping or plantings assist in minimizing impact of oversized <br />accessory structure? <br />3.Can structure be reduced in area? ITiis structure shall be used by owners and <br />will not be used as part of a typical boarding operation. <br />Other issues raised by Planning Commission <br />4
