Gaffron, Assistant Planning & Zoning Administraior <br />Date:September 9, 1993 <br />Subject: Review of Rural Housing Clusters <br />List of Kxhibits <br />A - Review of Septic Data - 9 Housing Clusters <br />B - Map <br />C - Review of City-wide Non-conformity Potential <br />D - Historv of Unsewered Residential Development 1977 - 1992 (Charts) <br />The attached information has been prepared to assist Council in discussions regarding <br />whether (and where) sewer might be provided to currently unsewered areas of the City. <br />Nine significant housing clusters identified in the Comprehensive Plan as needing :lose <br />monitoring have been described in F.xhibit A. While a complete "Alternative Waste <br />Management Study" has not been aitenipied for any ot these areas, data regarding lot sizes, <br />e.xisting system conditions, and potential for connection to sewer, have been provided. <br />The data suggests that there exist within the City appro.ximately 630 existing trench <br />systems constructed prior to 1983 with a p*uential lev not meeting the 3 separation requirement. <br />Sewering all nine of these rural clusters or "hot spots" would eliminate approximately 130 of <br />these potential non-contorming systems, leavng 500 potential system replacements. <br />Sewering all nine rural clu.stcrs would still leave some low density Minnetonka shoreline <br />unsewered. Also, not all of the rural clusters are within the Shoreland Overlay District. <br />Outside of the rural clu.stcrs. Council may wish to review unsewtred areas ot the City <br />which are lelatiuly near existing municipal sewer lities and'or are lower density lakcshore <br />properties.
