t <br />TO: <br />FROM: <br />r> f // <br />Mayor and City Council <br />Ron Moorsc, City Administrator <br />September 10, 1993 <br />SUBJECT: Year-to-Date Expenditure Report Through June of 1993 <br />% V <br />DATE;% <br />Attachment: Year-to-Date Expenditure Report Through June of 1993 <br />A review of expenditures versus year-to-date budget amounts through <br />June of 1993 shows the City's General Fund budget to be at 89.5% of <br />the projected total expenditures for the period. Although total <br />expenditures are below projections for the period, there are a <br />number of expenditure items that are over budget for the period. <br />The following is an explanation of these year-to-date budget <br />overages. <br />Several expenditure overages simply reflect expenditures which are <br />incurred early in the year ratner than throughout the year. These <br />include the following: <br />1.City Council Professional Services (audit and financial) . The <br />audit is co.mpleted early in the year and the audit costs are <br />paid in the first half of the year. <br />2.Liability and Property Insurance. These expenses are included <br />in a number of departmental budgeis. The total premiums for <br />these insurances are paid in the first half of the year. <br />3.Assessing Professional Services. This overage reflects a July <br />payment made in June. <br />Legal Prosecution Fees. This overage reflects the third <br />quarter payment for the prosecution contract made in June. <br />5 .Police - Other Consulting. Several major items in this <br />account are paid in the first half of the year. These include <br />the* Labor Relations consult inq service fee and the Minnesota <br />Police Recruitment System membership fee. <br />Police Automotive Equipment. The overage reflects the <br />purchase of all budgeted squads in the spring of the year. <br />An exp*»nditure item which is reflected as an overage in some <br />departments and underage in other departments is Public Works <br />maintenance salaries. This is due to the salaries being allocated <br />among several departments based on the type of projects the staff <br />are actually working on. The Public Works maintenance salaries are <br />allocated to six different departments? Government Buildings. <br />Recycling, Sewer and Water. An example of an <br />overage'is salaries in government buildings are over $15,034. At <br />the same time salaries in the streets department are under by <br />$13,223.
