The license was approved <br />completxon of five items recommended by you in vour <br />report dated February 11, 1977. ^ <br />The purpose of this letter is to place the City on notice of the <br />fact that we did not and do not acquiesce in the condition re <br />quiring installation of operator stations capable of viewing and <br />controlling the tows. As you are well aware, the ANSI Standards <br />provide for exceptions to general rules where facts indicate such <br />exceptions are permissible. As you are also doubtless aware, the <br />City of Orono has heretofore never required installation of such <br />stations. The Council was informed of the excellent safety record <br />of the dfea during its entire period of operation and was also <br />in ormed that it is customary to operate rope tows such as those <br />installed at Ski Tonka without operators. The Council had before <br />It no evidence which indicated that this change in mode of operation <br />or licensing requirements was necessary.
