TO:FROM:DATE:SUBJECT:Planning Conmission and Council Hank Muhich, Zoning Administrator March 25, 1977 LL Qrr ^T>.• *i f / MI.!oWalter's Port Inprovement and Maintenance Association - Walter's Port Lagoon <br />Dredge - Seawall - Riprap <br />The Association is r^uesting approval of restoring the collasping shoreline retaining <br />wall almg the listing lagoon. The application consists of three alternatives. Each <br />oiw varies in the extent of riprap and seawall. The project would require some <br />dredging also. Mr. Hartmann informed me the dredging consists of maintenance dredging <br />mly, I have no way of confirming this without engineering reports. I also don't <br />know the extent of dredging proposed. <br />I don|t know exactly which alternative they mig^t favor. We might determine idiich <br />one mig^t have the least impact before making a decision. <br />The elevation plan of the proposed riprap indicates using the listing seawall as a <br />supMrt for the proposed riprap. The plan does indicate, however, that the seawall <br />would be cut down below the water level. If the existing seawall is deteriorating, <br />how long will it support the riprap? <br />• <br />While reviewing this matter, I ran across some interesting facts regarding the <br />lagoon. The tax records indicate the lagoon to be a separate parcel owned by <br />James. Do the other property owners adjoining this lagoon parcel have the <br />n^t to dredge and riprap this siibject property? <br />A copy of the plans and proposal have been sent to Greg Frank for review and <br />comnents. A copy of his rqwrt is attached. <br />Here again is a proposal which will make it impossible for me to satisfy all con <br />cerned parties.^ This should be scheduled as a work session item for the Planning <br />Conmission meeting scheduled for April 4, 1.977 and as an action item for the <br />Planning Conmission meeting of April 18, 1977. Mr. Hartmann feels we could <br />dispe^e with the work session review as many of the Planning Conmission ar^ <br />Council menbers are familiar with the problem. Surrounding landowners are <br />notified of the meeting when the proposal is sdieduled as an action item. If <br />we act on the proposal when it ^ scheduled as a work session item, we dm't <br />have tune to send out these notices. This would also consist of a conclusion on <br />ray part that the prt^sal would not require some review and site investigaticm <br />before the Planning Commission makes a recommendation. <br />STAFF - Mardi 28, 1977 <br />I spent several hours with Ron Hameck of the ENR and John Holmquist of the <br />NDVD this a.m. We discussed various dredging proposals and the effect the <br />current water level would have on future proposals. Mr. Hameck e3q>ressed con <br />cern about the potential for numerous dredging applications. <br />Since coiqpleting this report, I've been approached by Brauer and Associates <br />regarding a similar proposal for Carman's Cove. It appears we might have a <br />rash of these types of proposals this year because of the low lake level.
